In March 2020, the Portuguese Government issued a remarkable regulation by which irregular migrants who had previously started the regularization procedure were temporarily regularized and thus allowed full access to all social benefits, including healthcare. The Portuguese constitutional and legal framework is particularly generous regarding the right to healthcare to irregular migrants. Nevertheless, until now, several practical barriers prevented full access to healthcare services provided by the national health service, even in situations in which it was legally granted. This decision (...) is not only remarkable in light of the fulfilling of migrants’ rights to health, as imposed by international commitments assumed by, but also in view of the fight against COVID-19. The decision is grounded both on human rights and in public health reasons. The paper is divided in two main parts. In the first one, it analyzes national State obligations with regard to healthcare provision to migrants in irregular situation. In the second part, it analyzes the Portuguese solution, using this case study to discuss the possible mechanisms to comply with such obligations. (shrink)

This article proposes to analyse some aspects of the appropriation of New School thinking in Brazil, particularly Deweyan pragmatism, in the 1950s and 1960s. The analysis is based on the assumption that the developmentalist ideology that punctuated the debate on the economic, political and social restructuring of the country in these two decades constituted fertile ground for the return and expansion of pragmatist thinking amongst Brazilian educators, articulating itself, sometimes in contradictory ways, with this ideology. The focus of the analysis (...) will be on the writings of the group of educators which circulated around the figure of Anísio Teixeira, at the time director of the National Institute for Pedagogic Studies, an organ linked to the Ministry of Education and Culture, which set itself the task of producing research that would support public policy in the field of education, as well as constituting itself as a center for teacher education and the stimulus and development of innovative experiences in the public school system. The appropriation of Deweyan pragmatism, in this context, had a triple perspective: pragmatism as scientific method, implying a specific conception of science, particularly the social sciences, with emphasis on the application of scientific knowledge in the solution of practical problems; as a way of democratic life; and as a synonym for experimentalism, in the sphere of schooling. One dimension of cognitive success concerns getting it right: having many true beliefs and no false ones. Another dimension of cognitive success concerns using the right concepts. For example, using a concept of a person that systematically excludes people of certain demographics from its extension is a sort of cognitive deficiency. This view, if correct, tasks inquirers with critically examining the concepts they are using and perhaps replacing those concepts with new and better ones. This task is often referred to (...) as “conceptual engineering”. However, so far it is unclear what exactly happens in cases of conceptual engineering. How does language change when we engineer a concept? This article offers an answer. I propose a view on which, when speakers assess the truth of propositions, they often rely on assumptions with regard to what is required for their truth. For example, when speakers assess whether unborn fetuses are people, they rely on assumptions with regard to what is required to be a person. Based on this idea, I develop a model of conceptual engineering according to which speakers “engineer concepts” when they change how they assess the truth of propositions. Do numbers exist? Carnap (1956 [1950]) famously argues that this question can be understood in an “internal” and in an “external” sense, and calls “external” questions “non-cognitive”. Carnap also says that external questions are raised “only by philosophers” (p. 207), which means that, in his view, philosophers raise ”non-cognitive” questions. However, it is not clear how the internal/external distinction and Carnap’s related views about philosophy should be understood. This paper provides a new interpretation. I draw attention to Carnap’s distinction between (...) purely external statements, which are independent from all frameworks, and pragmatic external statements, which concern which framework one should adopt, and argue that the latter express noncognitive mental states. Specifically, I argue that “frameworks” are systems of rules for the assessment of statements, which are utterances of ordinary language sentences. Pragmatic external statements express noncognitive dispositions to follow only certain rules of assessment. For instance, “numbers exist” understood as a pragmatic external statement expresses a noncognitive disposition to use only rules of assessment according to which numbers do exist. Carnap can thereby be understood as proposing a distinctive form of noncognitivism about ontology that is in some respects analogous to norm-expressivism in metaethics. (shrink)

Ontological expressivism is the view that ontological existence claims express non-cognitive mental states. I develop a version of ontological expressivism that is modeled after Gibbard’s (2003) norm-expressivism. I argue that, when speakers assess whether, say, composite objects exist, they rely on assumptions with regard to what is required for composition to occur. These assumptions guide their assessment, similar to how norms may guide the assessment of normative propositions. Against this backdrop, I argue that “some objects have parts”, uttered in the (...) context of an ontological disagreement, expresses a noncognitive disposition to assess the truth of propositions by using only rules of assessment according to which the proposition that some objects have parts is to be evaluated as true. A four-factor model of spiritual intelligence is first proposed. Supportive evidence is reviewed for the capacities of critical existential thinking, personal meaning production, transcendental awareness, and conscious state expansion. Based on this model, a 24-item self-report measure was developed and modified across two consecutive studies . The final version of the scale, the Spiritual Intelligence Self-Report Inventory , displayed excellent internal reliability and good fit to the proposed model. Correlational analyses with additional measures of meaning, metapersonal self-construal, mysticism, religiosity, and (...) social desirability offer support for construct and criterion-related validity. According to both intelligence criteria and current psychometric standards, findings validate the proposed model and measure of spiritual intelligence. Future directions are discussed. (shrink)

Easy Ontologists, most notably Thomasson (2015), argue that ontological questions are shallow. They think that these questions can either be answered by using our ordinary conceptual competence—of course tables exist!—or are meaningless, or else should be answered through conceptual re-engineering. Ontology thus is “easy”, requiring no distinctively metaphysical investigation. This paper raises a two-stage objection to Easy Ontology. We first argue that questions concerning which entities exist are inextricably bound up with “ontological category questions”, which are questions concerning the identity (...) of and differences between kinds of entities. We then argue that ontological category questions do not have trivial answers, are meaningful, and cannot be answered through conceptual re-engineering. Easy Ontology hence does not constitute a comprehensive ontological methodology. While some of ontology might be easy, category questions form a central part of ontology and are not answered easily. The problem of fair machine learning has drawn much attention over the last few years and the bulk of offered solutions are, in principle, empirical. However, algorithmic fairness also raises important conceptual issues that would fail to be addressed if one relies entirely on empirical considerations. Herein, I will argue that the current debate has developed an empirical framework that has brought important contributions to the development of algorithmic decision-making, such as new techniques to discover and prevent discrimination, additional assessment (...) criteria, and analyses of the interaction between fairness and predictive accuracy. However, the same framework has also suggested higher-order issues regarding the translation of fairness into metrics and quantifiable trade-offs. Although the tools which have been developed so far are essential to address discrimination encoded in data and algorithms, their integration into society elicits key questions such as: What kind of assumptions and decisions underlies the empirical framework? How do the results of the empirical approach penetrate public debate? What kind of reflection and deliberation should stakeholders have over available fairness metrics? I will outline the empirical approach to fair machine learning, i.e. how the problem is framed and addressed, and suggest that there are important non-empirical issues that should be tackled. While this work will focus on the problem of algorithmic fairness, the lesson can extend to other conceptual problems in the analysis of algorithmic decision-making such as privacy and explainability. Duty of candour legislation was introduced in Scotland in 2018. However, literature and experience of duty of candour when applied to infection control incidents/outbreaks is scarce. We describe clinician and parental perspectives with regard to duty of candour and communication during a significant infection control incident in a haemato-oncology ward of a children’s hospital. Based on the learning from this incident, we make recommendations for duty of candour and communication to patients and families during future infection control incidents. The Maslach Burnout Inventory-General Survey: validation across different occupational groups in Poland This paper concerns the psychometric evaluation of the Polish version of a self-report questionnaire to measure burnout. Although the Maslach Burnout Inventory is the most commonly employed measure of burnout, researchers have been troubled by some of its psychometric limitations. The aim of this study is to examine the MBI-GS factor structure in three occupational groups, and to evaluate its reliability. In evaluating factorial validity, we carried out an (...) explanatory analysis and a number of confirmatory analyses. An additional aim was to explore the relationships between biographic characteristics and burnout. The results of the confirmatory analyses show us that all three models fit the data almost acceptably, both in the total sample and in the separate occupational groups, and that the fit of the three-factor solution appears to be somewhat better than that of the one- and two-factor solutions. When the initial model failed to fit the data well, we had to eliminate two items with weak reliability. The results then confirmed the factorial validity of the MBI-GS—as expected, the MBI-GS consists of three scales that are moderately correlate. (shrink)

In the first part, I focus on the traditional exclusion of women from philosophy and explore some feminist projects of re-reading the philosophical canon. In my analysis, I pay particular attention to the gender gap in philosophy and the so-called “demographic problem” in academia. An implicit ambiguity in the field of prediction-based decision-making concerns the relation between the concepts of prediction and decision. Much of the literature in the field tends to blur the boundaries between the two concepts and often simply refers to ‘fair prediction’. In this paper, we point out that a differentiation of these concepts is helpful when trying to implement algorithmic fairness. Even if fairness properties are related to the features of the used prediction model, what is more properly called (...) ‘fair’ or ‘unfair’ is a decision system, not a prediction model. This is because fairness is about the consequences on human lives, created by a decision, not by a prediction. In this paper, we clarify the distinction between the concepts of prediction and decision and show the different ways in which these two elements influence the final fairness properties of a prediction-based decision system. As well as discussing this relationship both from a conceptual and a practical point of view, we propose a framework that enables a better understanding and reasoning of the conceptual logic of creating fairness in prediction-based decision-making. In our framework, we specify different roles, namely the ‘prediction-modeler’ and the ‘decision-maker,’ and the information required from each of them for being able to implement fairness of the system. Our framework allows for deriving distinct responsibilities for both roles and discussing some insights related to ethical and legal requirements. Our contribution is twofold. First, we offer a new perspective shifting the focus from an abstract concept of algorithmic fairness to the concrete context-dependent nature of algorithmic decision-making, where different actors exist, can have different goals, and may act independently. In addition, we provide a conceptual framework that can help structure prediction-based decision problems with respect to fairness issues, identify responsibilities, and implement fairness governance mechanisms in real-world scenarios. A definition of a property P is impredicative if it quantifies over a domain to which P belongs. Due to influential arguments by Ramsey and Gödel, impredicative mathematics is often thought to possess special metaphysical commitments. It seems that an impredicative definition of a property P does not have the intended meaning unless P already exists, suggesting that the existence of P cannot depend on its explicit definition. Carnap (1937 [1934], p. 164) argues, however, that accepting impredicative definitions amounts to (...) choosing a "form of language" and is free from metaphysical implications. This paper explains this view in its historical context. I discuss the development of Carnap’s thought on the foundations of mathematics from the mid-1920s to the mid-1930s, concluding with an account of Carnap’s (1937 [1934]) non-Platonistic defense of impredicativity. This discussion is also important for understanding Carnap’s influential views on ontology more generally, since Carnap’s (1937 [1934]) view, according to which accepting impredicative definitions amounts to choosing a "form of language", is an early precursor of the view Carnap presents in "Empiricism, Semantics and Ontology" (1956 [1950]), according to which referring to abstract entities amounts to accepting a "linguistic framework". Comprehensive regulatory changes brought on by recent corporate governance reforms have broadly redefined and re-emphasized the roles and responsibilities of all the participants in a public company’s financial reporting process. Most notably, these reforms have intensified scrutiny of corporate audit committees, whose role as protectors of investors’ interests now attracts substantially higher visibility and expectations. As a result, audit committees face the formidable challenge of effectively overseeing the company’s financial reporting process in a dramatically changed – and highly charged – (...) corporate governance environment. This paper discusses the new expectations of audit committee responsibilities and effectiveness in the wake of corporate governance reforms, key challenges, “whistleblower” provisions and shortcomings, and provides some directions for future research. Many factors contribute to the inappropriate use of medicines, including not only a lack of information but also inaccurate and misleading promotional information. This review examines how the promotion of pharmaceuticals directly affects the prescribing and use of medicines. We define promotion broadly as all actions taken directly by pharmaceutical companies with the aim of enhancing product sales. We look in greater detail at promotion techniques aimed at prescribers, such as sales representatives, pharmaceutical advertisements in medical journals and use of (...) key opinion leaders, along with the quality of information provided and the effects thereof. We also discuss promotion to the public, through direct-to-consumer advertising, and its effects. Finally, we consider initiatives to regulate promotion that come from industry, government and nongovernmental organizations. (shrink)

ABSTRACTPrevious research suggests that labelling emotions, or describing affective states using emotion words, facilitates emotion regulation. But how much labelling promotes emotion regulation? And which emotion regulation strategies does emotion labelling promote? Drawing on cognitive theories of emotion, we predicted that labelling emotions using fewer words would be less confusing and would facilitate forms of emotion regulation requiring more cognitively demanding processing of context. Participants mentally immersed themselves in an emotional vignette, were randomly assigned to an exhaustive or minimal emotion (...) labelling manipulation, and then completed an emotion regulation strategy planning task. Minimal emotion labelling promoted higher subjective emotional clarity. Furthermore, in terms of specific emotion regulation strategies, minimal emotion labelling prompted more plans for problem solving and marginally more plans for reappraisal, but did not affect plans for behav... The paper aims to locate the concept of space within Hegel’s philosophy, interrogating the necessity of its subordination in relation to the concept of time within the framework of the Hegelian teleology of history. The first part considers the problem of the relation between space and time, placing each concept in its corresponding systematic location. The second part illustrates how this problem operates within three scenarios: language, art and geography. In the context of a wider research regarding the historical devaluation (...) that space suffered in relation to the categorical preeminence of time, this paper intends to identify one among many conceptual strategies whereby this preeminence acquires legitimation in Hegel´s philosophy. Given the growing popularity of online methods for researchers and the increasing awareness of the levels of harassment and abuse directed at women online—especially women expressing feminist views—it is critical that we address the implications of online abuse for feminist researchers. Focussing on an often hidden yet significant part of our methodological decisions and recruitment, this paper details the online abuse levelled by men's rights activists against a research project on women's experiences of men's stranger intrusions in public space. It (...) argues for the need to locate such experiences within a violence-against-women frame, extending the concept of a continuum of sexual violence. Abstract David Sobel (2001) objects to Bernard Williams's internalism, the view that an agent has a reason to perform an action only if she has some motive that will be served by performing that action. Sobel is an unusual challenger in that he endorses neo-Humean subjectivism, ?the view that it is the agent's subjective motivational set that makes it the case that an agent does or does not have a reason to φ? (219). Sobel's objection in fact arises from this (...) very commitment. Internalism, he says, is incompatible with the best subjectivist accounts of reasons for action?accounts that suggest that there are what he calls fragile reasons and perhaps also superfragile ones, both of which allegedly provide for counterexamples to internalism. Metaphysical anti-realism is a large and heterogeneous group of views that do not share a common thesis but only share a certain family resemblance. Views as different as mathematical nominalism—the view that numbers do not exist—, ontological relativism—the view that what exists depends on a perspective—, and modal conventionalism—-the view that modal facts are conventional—all are versions of metaphysical anti-realism. As the latter two examples suggest, relativist ideas play a starring role in many versions of metaphysical anti-realism. But what does (...) it mean for the existence of something to “depend on” a perspective, or for a modal fact to “depend on” a convention? We can distinguish between various dependence relations, giving rise to an array of drastically different forms of metaphysical anti-realism. This article offers a guided tour. AimsSport specialization is an actual trend in youth athletes, but it can increase injury risk. The aim was to determine the eventual correlation between sports specialization and injury risk in various sports, using a biopsychosocial approach.Methods169 sport-specialized athletes completed [; overall,, ] a self-reported questionnaire regarding sociodemographic, physical-attitudinal, injuries and psychological-attitudinal To analyze data univariate and correlate analyses were used.ResultsOf 169 athletes enrolled, 53% were single-sport specialized. In team sports a high risk of having to remain at rest for up (...) to 1 month because of overuse was observed. Males who suffered direct trauma in the team group were more exposed to that type of injury, and also the type of specialization figured significantly. In addition, interoceptive awareness correlates with injury. This study shows that, even though young athletes seem to be at a high risk of becoming injured, early team sport specialization and a high performance level cannot be considered to be the only risk factors. En este texto se aborda la cuestión del tipo de violencia que llevó a la matanza de Tlatelolco, en 1968, y a la desaparición de los estudiantes de Ayotzinapa en la llamada “noche de Iguala”, 46 años después. El primero fue el suceso más relevante después de la Revolución mexicana; el segundo, desnudó la colusión de un Estado corrupto con el crimen organizado. Sin duda, en ambos acontecimientos hay una violencia estructural e institucional atribuible al Estado. Kendall Walton’s _Mimesis as make believe_ (1990) is a pivotal text in understanding the receiver’s role during aesthetic experience. Within his theory, aesthetic emotions have a specific importance, and they are considered as quasi-emotions. In this essay, Walton’s account, will be criticised, as it is based on the inappropriate and inconsistent concept of quasi-emotions. Firstly, quasi-emotions entail a mimetic and dualistic perspective on real and fictional words. Moreover, quasi-emotions make Walton’s theory relevant to understand only artistic fruition, and not aesthetic (...) experience. (shrink)

Inspired by theories of prosocial behavior, we tested the effect of relationship status and incentives on intended voluntary blame-taking in two experiments. Participants imagined a close family member, a close friend, or an acquaintance and read a scenario that described this person committing a minor traffic offense. The person offered either a monetary, social, or no incentive for taking the blame. Participants indicated their willingness to take the blame and reasons for and against blame-taking. Overall, a sizable proportion of participants (...) indicated to be willing to take the blame. Blame-taking rates were higher for family members than close friends or acquaintances in both experiments, as expected. Unexpectedly, there was no difference between a close friend and an acquaintance in Experiment 2. Social incentives did not have an effect on voluntary blame-taking in either experiment. Neither did we find an interaction between relationship status and incentives. The results highlight the importance of kin relationships in the context of voluntary blame-taking. (shrink)

En este trabajo examino el memoir Ilegal: Reflexiones de un inmigrante indocumentado (2019), de José Ángel Navejas. A raíz de una lectura de este texto, exploro las formas en que el narrador describe cómo los inmigrantes mexicanos indocumentados crean espacios de alianza y pertenencia en Estados Unidos. Para eso, parto del concepto de ‘ciudadanía casera’ de Mitchell (2020), quien apunta a que el ‘pertenecer’ no depende de la inclusión cívica o el reconocimiento estatal, sino que es una noción que se (...) construye por medio de las prácticas comunitarias informales. Por ende, sugiero que en Ilegal son espacios de ‘ciudadanía casera’ para el narrador: 1) el lenguaje y el acceso a la educación formal; 2) el barrio de Pilsen, en Chicago; y 3) la red familiar, ya que por medio de esas esferas el narrador encuentra un sentido de pertenencia. ABSTRACT Generality relativism is the view that any domain of quantification can always be expanded. The view promises to resolve a broad range of paradoxes, but, without an explanation of how domains expand, it sounds very mysterious. Proponents of linguistic versions of generality relativism try to demystify the view by likening domain expansions to semantic change. They think that domains expand when we re-interpret certain terms so that, upon re-interpretation, the quantifiers range over more things. This article makes trouble for (...) linguistic approaches. According to the so-called charge of ineffability, generality relativism cannot be asserted in a coherent manner—given that asserting the view requires generalising over absolutely all domains of quantification. Generality relativists typically try to answer the charge with the help of modal operators; but linguistic approaches interpret these operators in semantically and syntactically idiosyncratic ways. I argue that, because of these commitments, linguistic approaches ultimately do not have a good response to the charge of ineffability. (shrink)
